Besides famous One Child Policy, there's another one be strictly carried out, which we call The Hukou (pronounce "who co-") Policy.
What's Hukou? Well, I think this is a kind of ID things, such as passports, identity cards…etc. It's a registered permanent residence book, with all your details written in it: your name, your parents' names, address, you are a citizen or peasant, where're you come from…etc. For people from other places, for citizens and peasants, rights will be totally different because of local policies. For an instance, if your Hukou show that you BELONG TO Houston, and now you're in New York, you'll not entitled to the many privileges and subsidies afforded local citizens in the city-supported sector of the economy—such as health care and good schooling for their children. New Yorkers may just need to pay $ 1000 for schooling, you have to pay $ 5000 in the same school; a New Yorker may get a $ 2000 salary, you just $ 500 for the same job. Even you just want to stay in New York, you need a temporary certificate that's provided by local government, or you'll be sent back to Houston by police, they'll use your money to buy tickets. This just an instance between two citizens, if you are a peasant, that'll be worse, and peasants' Hukou is different to citizens', either its cover, or its property.
And what's Hukou depend on? Generally, if your parents coming from New York, your Hukou will be New Yorker, wherever you born, wherever you live, and if your parents are peasants, you'll be a peasant. But there're still some ways to change your Hukou, if you work for government, government can change your Hukou to local, few big companies also have this right (with quotas). Some cities sell their Hukou, if you pay a great amount of money (most peasants can not support that), you can buy a local Hukou. And in another way, if you're relative of a government officer, nephew of New York Mayor, you can easily change your Hukou to New York.
Government officers and some citizens think this policy can make population proportion between citizens and peasants balanceable and controllable, because there're so many people in China, most of them are peasants (more than 900 millions), most peasants are poor, this policy prevent peasants rush to cities which may causes a high crime rate and instability of society. On the opposite, some people (including me) think that's a kind of discrimination, and will causes corruption. They said those citizens who support the policy are just afraid to lose their jobs by peasants' competition.
