I took TOFEL on Nov. while it didn't influence on my application. If you take it earlier, you could get your score earlier, of course. But Nov. is not later, though. You can fill out application without TOEFL scores.
11月考就行了。
不过文天龙师兄的回答稍有不同
申请材料的deadline一般在1月15号左右，
3个星期出成绩，
然后通过电话很快得到成绩
看来动作块还是可以得到成绩
