The "bottom up" theory of galaxy evolution advocated by Peebles holds that galaxy form first and the are assembled into clusters. In contrast the "top down" theory advocated by Zel'dovich presumes that cluster form first and then break into galaxies. The oldest galaxy known has a redshift of 4.7 (Science 1996).
